Fines & Fees Policy

  1. Loan Periods:
    • Three weeks: Most materials
    • One week: Adult feature videos, magazines, and some reference materials in the adult collection
    • Overnight: Some reference materials may be loaned overnight; most are for in-library use only.

  2. Renewals: Most items may be renewed twice if there are no holds. Limitations may be placed on specific types of materials.

    Bookdrop Returns: Items returned in the bookdrop before 8 a.m. will be checked in as if returned the previous day.

  3. Fines: Please return items promptly. All adult materials are subject to fines. If children's items are overdue more than six weeks, a processing fee is charged for each item. Borrowing and renewing privileges are restricted if balance owed is $20 or more. Accounts may be referred to the rebilling service when balance is $50 or more. Individuals sent to Rebilling Agency may not check out until a zero balance is reached. All payments must be cash or check.

  4. Library Cards: Present library card each time materials are borrowed. You are responsible for items checked out with your library card. For your own protection, do not lend your library card. Inform the Library immediately if it is lost or stolen. There is a replacement fee. Library privileges may be revoked if abused.

  5. Freedom of Access: Santa Clara County Library does not restrict access to any materials based on age. Responsibility for minors' selection of material rests with their parents or guardians. The library does not act in loco parentis.

Adult Materials

Senior Exemption: Persons age 65 and older may request exemptions from fines. Cost of item plus non-refundable processing fee will be assessed for lost items.

Most Materials

  • Loan period: 3 weeks
  • Daily fine for each item returned late less than 6 weeks: $0.25
  • Maximum fine for each item returned late less than 6 weeks: $10.00
  • Processing fee for each item returned late more than 6 weeks: $10.00
  • Lost or damaged items: Cost of item plus $10 .00 non-refundable processing fee.

Magazines

  • Loan period: 1 week
  • Daily fine for each item returned late less than 6 weeks: $0.25
  • Maximum fine for each item returned late less than 6 weeks: $5.00
  • Processing fee for each item returned late more than 6 weeks: $5.00
  • Lost or damaged items: Cost of item plus $5.00 non-refundable processing fee.

Circulating Reference

  • Loan period: 1 week
  • Daily fine for each item returned late less than 6 weeks: $1.00
  • Maximum fine for each item returned late less than 6 weeks: $20.00
  • Processing fee for each item returned late more than 6 weeks: $24.00
  • Lost or damaged items: Cost of item ($5.00 minimum) plus $24.00 non-refundable processing fee. An out-of-print surcharge of $20.00 may be added.

Videos/DVDs - Feature

  • Loan period: 1 week
  • Daily fine for each item returned late less than 6 weeks: $0.25
  • Maximum fine for each item returned late less than 6 weeks: $10.00
  • Processing fee for each item returned late more than 6 weeks: $10.00
  • Lost or damaged items: Cost of item plus $10.00 non-refundable processing fee.

City Council Videos

  • Loan period: 2 days
  • Daily fine for each item returned late less than 6 weeks: $0.25
  • Maximum fine for each item returned late less than 6 weeks: $10.00
  • Processing fee for each item returned late more than 6 weeks: $10.00
  • Lost or damaged items: Cost of item plus $10.00 non-refundable processing fee.

Interlibrary Loans

  • Loan period: varies
  • Daily fine for each item returned late less than 6 weeks: $1.00
  • Maximum fine for each item returned late less than 6 weeks: $20.00
  • Lost or damaged items: Cost of item (as set by owning library) plus $24.00 non-refundable processing fee.

Children's Materials

All Materials

  • Loan period: 3 weeks
  • There are no daily fines for most children’s materials. However, if an item is overdue more than 6 weeks, it is considered lost and a non-refundable processing fee is charged plus the cost of the item.
  • Processing fee for each item returned late more than 6 weeks: $10.00
  • Lost or damaged items: Cost of item plus $10.00 non-refundable processing fee.

Other Charges

Replacement Card: $1.00

Rebilling Agency: $10.00 for bills sent for rebilling

Excess printing charge: $0.10 per page (over 10 pages)

Photocopies:

  • Black/White: $0.15 per page
  • Color: $0.20 per page

Unabridged talking books: $10.00 per lost cassette or cd

Interlibrary loans: $4.00

Reservations:
  • Community Room: $10.00 for rooms
